This is a known issue with a pre-release of Oracle Policy Automation Connector for Siebel v10.4.1, but this version has since been replaced with Oracle Policy Automation Connector for Siebel v10.4.2, so you could download and use that instead.

The Siebel plugin files (in case you need to replace them) should be in *Program Files (x86)\Oracle\Policy Modeling\Plugins*

upgrading to 10.4.2 resolved the issue.
i tried every trick in trade, but it seems this functionality is broken as suggested by Brad in 104.1

From memory this was a problem with the 10.4.1 release. I believe there was a patch available for it, but your much better of going to 10.4.2.1 person found this helpful
