i deleted the file in the location and created new ora file and now able to get. dont know why but i am able to get now. :)

Modify the init to change the reference from diskgroup to directory
db_create_file_dest='+DGRP2' db_recovery_file_dest='+DGRP2' db_create_online_log_dest_1='+DGRP2'
restart the with the modified init and try
db_create_file_dest='E:\oracle\ORA11G\oradata' db_recovery_file_dest='E:\oracle\ORA11G\recovery' db_create_online_log_dest_1='E:\oracle\ORA11G\oradata'

You can change the directory path i gave to the ones available on your system.
E:\oracle\ORA11G\oradata E:\oracle\ORA11G\recovery E:\oracle\ORA11G\oradata
