forms upgraded to 11G, java applet blank screen

we are upgrading our forms application from 10g to 11g.
java console = 220.127.116.11
for some users, logon screen appears correctly. Other users just get a java applet with a blank screen, the logon screen does not appear ( for the same config off course : /frmservlet?config=abc)
I ve tried to
enable tracing and enable logging on the java control panel. However, the user that has his jave blocked ( blank screen ) does not even arrive at the point where the console produces output.
I have tried to delete all temporary files in the java control panel AND in the internet explorer. Also closed all browsers and even restarted machine, does not help.
Any idea how I could debug this futher or what other steps I could do?

1. Check you certification matrix for your forms (which version).
2. Upgrade java client to latest release 1.6.0_38.
3. Check formsweb.cfg for java client configuration.
