Did you create OIM JDBC Connection in BI ?
If yes, which user are you using ?
Check permissions of that user over OIM Schema/tables.
If permissions are not given, give permission and try again
Yes, the JDBC connection is established.
The user has full database rights and is equivalent to SYS.
I even created the user in BI_Publisher and gave full admin rights. So the same username is used all the way across.
Setting the JDBC user to the schema owner dev_oim is necessary and fixed my issue.

Whenever you give permissions on some schema then you'll have to use SCEHMA_OWNER.TABLE NAME in FROM CLAUSE.
In your case,
Earlier: Select * from USR
After changes: Select * from DEV_OIM.USR
Use old user
Modify the from clause in reports
