    Hi,
ORA-12528: TNS: listener: all appropriate instances are blocking new connections

Cause: All instances supporting the service requested by the client reported that they were blocking the new connections. This condition may be temporary, such as at instance startup.

Action: Attempt the connection again. If error persists, then contact the administrator to check the status of the instances.
The ORA-12528 is a new error which has begun with Oracle 10g.  Restarting the Oracle instance can solve transient ORA-12528 errors.

Make documentation your friend, it would
    http://docs.oracle.com/cd/E11882_01/server.112/e17766/net12500.htm#sthref3588

Try to restart the db and the listener.

Also post sqlnet.ora, tnsnames.ora and listener.ora which found in $oracle_home\network\admin folder (in mine case these are in E:\app\serverroom\product\11.2.0\dbhome_1\NETWORK\ADMIN). You can use netca utility which is provided by oracle itself to configure listener and tnsname(s).

Get rid of what? That looks like a perfectly healthy listener, just waiting for a database instance to register with it.
