The new rows appear between previous existing rows is because of the sorting that is applied on the report.
The only way to guarantee the newly added rows appear together is to swich of sorting for the users.
Then add a order by to the select of the tabular form.
Note that this is only possible if you can determine which rows are newly added.
PS Please update your handle to a human friendly name. A name is so much better than calling you by a number.
