Edit dashboard prompt - > select , Include "All Column Values" choice in the list .
In your dashboard prompt column try to tick "Include "All Column Values" choice in the list" check box then test it will give ALL filter.
But still i am not getting "ALL" as a value in choice list even after following the steps
bold select , Include "All Column Values".*bold*
and other values
If your prompt's , user input is choice list/check box/radio button / list box .... after selecting "Include All Column Values" ..you should be getting "All Column Values " in the prompt .

Note where "All" is not a value in my database .
Maybe you have not understood what has been said above?
You will get "All column values" displayed at the top of your list of values. If you want to change the label of this to simply "ALL" then you will need to edit the XML files found in <MW_HOME>/Oracle_BI1/bifoundation/web/msgdb/l_en/messages/
You have to go with SQL Results in the prompt something like below.
The 2nd statement can be other way so that its return all values..
Make sure that similar you have in report too so that you get all values for ALL
SELECT COL1 FROM "SA"
SELECT CASE WHEN COL1 IS NOT NULL THEN 'ALL' ELSE COL1 END FROM "SA"
instead of not null you may go for like '%'
