Looks like version is changed. Try to downgrade(to 318->18.104.22.168.0 from 320-22.214.171.124.2) the rpd Using nqgenoldverrpd.exe or else go for the BI version 126.96.36.199.2

DAC 11g client that you downloaded will have server too, just go to bifoundation\dac folder and run the startserver.bat file.

Root Cause: If the RPD is created by the higher version of Admin tool, and when we try open it from a lower version of Admin tool, it will throw this error.
Recommended Steps to resolve this issue: We need to downgrade the rpd file from higher version to lower version.
This can be done by executing
