I would ensure that BI and FR have completely started up without errors. In workspace, if you go to administration under RA select both Agent and Services - are all components showing a green icon saying they are completely started? Check the web logs under domains for FR and RA Framework to ensure those are up without exceptions. Also, on your RA Core server, user_projects\epmsystem1\diagnostics\logs\ check Reporting log defaultstdout.log to ensure there are no exceptions.
You might look for old residual process. Completely stop the env and then kill any remaining java* and RA* FR* processes.
Yes all the components show green and I can access the reports without any issues. Its just the icon that does not show up.
I will check the logs you have mentioned to see if there are any exceptions in them.
But the issues started up after applying the patches for 18.104.22.168.
I have checked the location path mentioned in Weblogic.xml in raframework.war file and the path points to the correct folder location where the folders mt and mt_thumbnails are located.
Is the any other way out?
Should I delete the contents inside the tmp folder located in RAFramework0
Can reconfigurin Reporting and Analysis framework services help in resolving the issue?

I would think there is something wrong more internally than specifically with the image. The images may be more of a bi-product.
Does Tools -> Database Connection Manager or File -> Preferences -> Financial Reporting come up? (testing FR specifically)
You can delete your cookies in your browser, and delete the tmp folder and restart FR if you wish. Also, try to right click and grab the full url path to the image and try to bypass your web server and hit the jvm directly.
Again, I would check the RA framework logs.
Yes Database connection manager for FR Studio comes up without any issues.
Cleared cache, cookies, , temp folder in RAFramework0 folder ...restarted all the Hyperion services but nothing seems to be working
We also reconfigured Reporting and Analysis completely and also reconfigured Web server after that successfully.
Any other suggestions apart from opening ticket with oracle?
