if parameter has value set as example "240 Characters" then you can enumerate needed values by comma

There might be too many parameters so the requirements is to have some type of multi selection (a list of all the parameters where the user can search and pick the ones to be included to the parameter).
I would think that there is a way..

Whenever you run the report, store all the parameters in "temp table". Pass that param_id to the report that you are calling.
In the report get the parameters from the temp table or table that you stored.
Sample Param table:
param_id param_name value
1 start_date jan 1 2012
1 end_date dec 31 2012
1 state_code AL
1 state_code CA

I think that Oracle should had added this functionality to concurrent requests out of the box, specially with all the direction of moving EBS transactional reporting to BI Publisher.
