I think Discoverer can do what you ask but I am not 100% certain of what you are requesting. Can you therefore be a bit more specific and add some additional information.

My report has two parameters. They are set are optional at the moment. So when I click ok with no value in either the report runs and returns a large amount of data.
I want to force the users to enter one or the other parameters so that the data set is cut down.
Parameter screen is below.

Is it possible to create interdependent parameters in DiscovererStrictly speaking, no you cannot. A parameter is either mandatory or not. It cannot be mandatory depending on whether another parameter has been entered.
However, you could make both parameters optional then ignore the second if the first has been entered or raise an error if both or none had been entered.
Thanks for your reply. When I set both params as optional and placed code in the condition on the report to handle this, discoverer automatically converted that part of the where clause to 1=1 if a param is null
