Are you running the command as sysdba?

Please note that manual upgrade is not supported with EBS database upgrade and you should use DBUA instead.

Complete Checklist to Upgrade the Database to 11gR2 using DBUA [ID 870814.1]
Interoperability Notes EBS 12.0 and 12.1 with Database 11gR2 [ID 1058763.1]

First of all you do not need to follow all the steps in the document Complete Checklist for Manual Upgrades to 11gR2 [ID 837570.1] when you are upgrading EBS database.

Second thing is in step 32 of the document 837570.1, there is a if condition. Like if you created statistics table using .......

Did you create the statistics table, If you didn't then do not run this step. :)

              Thanks
