Pl post exact versions of "9i" and "11g", along with how big your database is and how much downtime you can afford
It is advisable to upgrade latest oracle version 220.127.116.11
The minimum required 9i version to 18.104.22.168 is 22.214.171.124
In case db version is less than 126.96.36.199, upgrade db to 188.8.131.52 using patch number 4547809
184.108.40.206 patch set is a full release. There is no need to install 220.127.116.11 software

Adding to what Krishna Sir suggested...
Just a important point to keep upgrade go smooth is to build the source 9i database as 9i in destination....when the source DB is migrated as 9i to destination..just do soem basic health checks and start the 11gr2 upgrade.....
This is best way to do instead of upgrading the DB in source and then migrating to destination.
