You should install a newer java version, like java 1.6 update 38 and then add it's path to the system PATH environment variable. After that if you enter again the java -version command it should prompt the new java you just install.
In the case you already have install a newer java version you should only add it to the path.
The path you should add to PATH variable must be something like:
As you are trying to install Weblogic i recommend to use JRockit since it gives a better performance.

i did the same as you said, i.e i add this path to the PATH variable C:\Program Files (x86)\Java\jdk1.7.0,
but error is the same. any other idea?

add the bin directory to this path, so you should have
test it in the command prompt with java -version and it should prompt you java 1.7
C:\Program Files (x86)\Java\jdk1.7.0\bin
also be sure the generic jar is not corrupted.
and one more thing you should use this command to install with generic jar:
java -jar wls1211_generic.jar
