    Hi Osama,
    change (SERVER = DEDICATED) to (SERVER = SHARED) and after that bounce database and listener
    Does my database will not connect if it's on dedicated ?
    I don't see why it's required for this issue

    it is working for other databases which i have created via DBCA to create database why i need to modify dedicated to shared if i ran via sql script to create database.

    i have hidden the (PROGRAM = extproc) and removed the
    "(ENVS = "EXTPROC_DLLS=ONLY:E:\app\username\product\11.2.0\dbhome_1\bin\oraclr11.dll")


    and restarted the listener.ora


    C:\>echo %ORACLE_HOME%
    E:\app\username\product\11.2.0\dbhome_1

    C:\>echo %ORACLE_SID%
    ORA11g

    C:\>sqlplus / as sysdba

    SQL> select name from v$database;
    select name from v$database
    *
    ERROR at line 1:
    ORA-01034: ORACLE not available
    Process ID: 0
    Session ID: 0 Serial number: 0

    You are so fast, have you referred the doc and understood ?
    Second, are you testing your test cases correctly ?
    How did you tested your previous test case ? prior to posting your first entry to this thread ?
    ORA-01034: ORACLE not available
    Do you understand what the error is ? Your DB / database was not started at all and you are testing your scenarios and issues. That's not correct.
    Understand what you are testing and what you are experimenting things.
    changing listener parameters wouldn't crash or stop your databases

    No previously my database is up and it is running
    i have created tables in sysdba login and created test user and created test table in test user and so on . but now i am unable to connect the database
    i have check the services.msc where i find the database is OracleServiceORA11g is in started status.
    i now issued the startup command and it is up now.

    And how does this answer the questions I've asked?
    - is database and SQL-Developer on same platform?
    - why is TNS alias using the localhost address?
    - what happens when the SQL_Developer logon (plus TNS alias) is used in SQL*Plus?

    We do not ask questions just for the heck of it. We ask questions trying to isolate and identify the problem.

    The ORA-28547 message is a symptom of an error. It is not the error. It is generated by an error. You need to identify what that error is, in order to resolve and fix it. Identifying the error means isolating it and catching it in action.

    Messing around with extproc settings, bouncing the Listener, and use local IPC (non-TCP) connections via SQL*Plus are not steps that assist in isolating the error.

    i followed the instruction by (PROGRAM = extproc) in listener.ora and edited more in tnsnames.ora and got struck wholly missed the line but finally i able to do.
    i checked the following:
    listener.ora is ok
    tnsnames.ora is ok
    sqlnet.ora is ok
    and
    listener is up with all the database details and database is up and running.

    i got the error when connecting to SQL-Developer on same platform

    - why is TNS alias using the localhost address?
    i have hidden my ipaddress as localhost
