    1. Firewall is not running...
    Just because the server itself isn't running a firewall doesn't mean there is no firewall issue. Unless the client and serve are the same machine and you are doing an IPC connection, then your connection is going over a network and one could assume that network is controlled with one or more firewalls at the routers.
    Guess there is no antivirus (cannot confirm now)
    [root@ATDMP1 ~]# service iptables status
    Firewall is stopped.

    My apologies... The followings are the CORRECT information for ATDMPQA (138.141.10.5, linux). And JohnWatson is still right, it is on Port 1521. But other DBs are still able to connect successfully to ATDMPQA via Port 1531. Any idea why? Thanks guys for your great investigation..

    Hi JohnWatson

    I am puzzled... On my current working desktop, the Port in tnsnames.ora is 1531 and I can connect to ATDMPQA. When I change to Port 1521, I can connect as well..

    ATDMPQA.SSG.RENESAS.COM =
    (DESCRIPTION =
    (ADDRESS_LIST =
    (ADDRESS = (PROTOCOL = TCP)(Host = 138.141.10.5)(Port = 1531))
    )
    (CONNECT_DATA =
    (SID = ATDMP)
    )
    )

    EVERY connection request that gets to the listener is logged into listener.log file;
    which will contain status code 12535 for the timed out request.

    posted excerpt doe NOT contain 12535 value!
    why not?

    This is the result from your linux server, so there is a listener running listening on 1531. You may be having two listeners running listening on 1521 and 1531

    Post the output of below command and listener.ora from your database server host(linux).
    ps -ef | grep tns

    And once again we see some of the unnecessary complexity that results from unnecessarily running multiple listeners. You need to loose the listener named 'lsn_ATDMP'.

    Hi, lsn_ATDMP is the correct listener that I need to use. This DB is a development set. Both productions DB are having lsn_ATDMP. I have stop the listener LISTENER.

    Except for the lsnrctl command, I can think of absolutely NOTHING that cares about the name of the listener. Everything thing else that needs to contact the listener (client requesting a connection and database doing self-registration) does it via server/ip and port. So even with only one listener (which is all you need), it is an unnecessary complexity to name that listener anything other than the default of LISTENER.
