Static library for OCI on Windows

I found that Oracle full client (184.108.40.206) on Linux (Red Hat, Suse Linux Os) provides the static libraries.
For some time, I was thinking that the oci.lib file available thru instantClient sdk is the static library for Windows.
But, actually it is just a import library (as mentioned
So, does it mean that there is no static linking option available on Windows (with Microsoft visual studio C++ / C programming)?
Do we always need to link with oci.dll?

Oracle does not provide any static libraries for MS Windows.
