        It is the European charset; the 1 which includes the Trademark symbol 'TM'

        I forgot exactly what was that...something like WESP...

            Those are Unicode code points.

            In WINDOWS-1252, all characters are encoded on 1 byte :
            SQL> select utl_url.escape(url=>'™®',url_charset => 'WE8ISO8859P1') from dual;
             
            UTL_URL.ESCAPE(URL=>'™®',URL_C
            --------------------------------------------------------------------------------
