I think that the way most people do this, is to write it as a database procedure, then test it as a database procedure, then when it is working, call it from Forms.
You also then have the ability to send your email from any Oracle tool.
The reason is in the detail of the ORA-29279:
unable to send mail ora-29279:smtp permanent error:550.7.1see
SMTP Error 550 would be
550 - The requested command failed because the user's mailbox was unavailable (for example because it was not found, or because the command was rejected for policy reasons).So your procedure should basically be OK, but your mailserver setup is not. A common reason would be that you are not allowed to send mails without authentication (which I cannot see in your procedure).
