Unable to configure Enterprise Manger -11gr2 - Windows

Guys -

11gr2 on a windows 2005,64 bit server. Please have a look below and suggest me how to setup EM to monitor database.

C:\Users\administrator.DEKATELDMN>set oracle_home=C:\Oracle\Products\11gR2

C:\Users\administrator.DEKATELDMN>emca -config dbcontrol db -repos create

Database SID: rator

WARNING: ORA-01031: utilstrµkkelige privilegier

11-feb-2013 10:14:56 oracle.sysman.emcp.DatabaseChecks throwDBUnavailableException
SEVERE: Database instance is unavailable. Fix the ORA error thrown and run EM Configuration Assistant again.

Some of the possible reasons may be :

1) Database may not be up.
2) Database is started setting environment variable ORACLE_HOME with trailing '/'. Reset ORACLE_HOME and bounce the database.

For eg. Database is started setting environment variable ORACLE_HOME=/scratch/db/ . Reset ORACLE_HOME=/scratch/db and bounce the database.

    EVERE: Database instance is unavailable. Fix the ORA error thrown and run EM Configuration Assistant again.
    Did you check if the database is up ,

    set ORACLE_SID=
    sqlplus / as sysdba
    select open_mode from v$database ;

    Still im unable to configure EM in 11gr2. not sure why. any idea?

    Osama, I have followed that doc and referred few other mosc docs but no luck. I am getting same error message again and again.

    issue following OS commands

    lsnrctl status
    lsnrctl service
