Were you able to verify if the Oracle.DataAccess assembly had been registered in GAC for framework 4 assemblies?
You should not have to copy the Oracle.DataAccess.dll into the application\bin directory if the 18.104.22.168 assembly had been properly registered in the GAC.
If you do not see it there, we provide a utility to register the framework 4 assembly. The utility is OraProvCfg.exe and the utility is framework specific.

I am having the same problem.
I noticed that on my Windows Server 2008 x64 machine,
after I ran the ODAC install Oracle.DataAccess does appeared to be registered in C:\Windows\Microsoft.Net\assembly\GAC_32
But it is not in the GAC_64 folder.
Why is it not also in the GAC_64 folder?
