OCA - Oracle Certified Associate is the first level of certification for DBA , and to check what is required to pass this certification check Oracle page
so its possible to simply pay for sql fundimentals 1 and admin 1 exams, and obtain OCA upon passing them?
Absolutely not. You have to actually take the exams and pass them. There are no courses required for the OCA certification, but you must pass the exams. If you just pay for the exams and you don't take them, you will receive a 'no show' in your record, you will forfeit your exam fee and you will not have anything to show for it.
In order to obtain the OCP certification, you will need to 1) have the OCA certification 2) complete an approved training course 3) pass the relevant exam and 4) submit the course form so that the team can verify your training.
Another poster above has provided the link to the DBA 11g track page. You will find all the information you need there.
