This content is in an active workflow and is still to be reviewed / approved / rejected . That is the reason why the content is not checked-out.

u mean to say that if any content is just checked in and if it is not entered in the workflow then we cant check-out that particular content.?

it is the way you design your workflow step.
In your case, you probably have "User Can Review the current revision" option selected and so even the reviewer/approver cannot check-out and check-in.
you can look into other 2 options
"users can review and edit(replace) the current revision"
"users can review the current revision or create new revision"
what do that last two statements means ?
i can see the things and understand but still have doubts in those last two statements.
please teel me the exact use f last 2 statements.-
The two workflow options mentioned basically determine whether an approver can edit/modify the current revision or whether their edits create a new revision.
