This is extremely annoying when the rendering error is due to some bad data in session state and we can't inspect session state using the provided link!
Can someone from Oracle please file a bug and advise if there is a work-around?
Huh, sometimes I feel like Oracle should be compensating me for all the QA work I do for the product! :-)

Think of how many people probably use the tool online every day - something like this simply wouldn't be tolerated, and would probably be found by the APEX team themselves.
The toolbar is working fine for me. A likely issue is any browser extensions you might have enabled. Try turning things off, or use a completely different browser.
Either way, before a bug report is logged they're gonna need to be able to reproduce the issue.
No, it is not just me. I provided specific instructions on how to reproduce the issue. Feel free to login to my workspace on apex.oracle.com (vikasa/guest/otnforum) and run page 57688:8. When there is a unhandled exception in show or accept processing and the error page is displayed, the JS functions to launch the Session and View Debug popup/links on the developer toolbar are not included on the page so the links are unusable.

just to keep you updated, the bug has been fixed in APEX 5.0
