You have not mentioned about the Enterprise Manager version you are using. SOA management comes as part of Oracle Fusion Middleware plugin. Here are the steps to get SOA management working
1) Install OEM
2) Deploy the agent on the host where SOA domain is running. Since it is a widows environment, you need to have cygwin installed.
3) Once the agent is deployed deploy Oracle Fusion Middleware plugin.

4) Discover the SOA target and now you should be able to manage and monitor

SOA11g version is 11.1.15.
I don't which version OEM to install for the above SOA suite version and from where to download.
Pls help on the same.

Just to be clear, you should download and install Oracle Enterprise Manager Cloud Control 12c Release 2 which supports both SOA 10g and 11g installations.
