Active duplicate should work when connected to Standby as source Database. However there's a bug 11715084 which is not fixed until version 220.127.116.11.
If patch 11715084 is available for your version it may work, but all the 11.1.0 are gone so I have no way to test.

Thanks Sunny for your reply. But we do have problem with storage on that server even we do not have access to tape of the production from target server. So creating with backup wont work. Anyway Thank you very much for your input.

You can also try this;
CONNECT AUXILIARY sys/sys_pass@STANDBY;
CONNECT TARGET sys/sys_pass@PROD;
CONFIGURE DEVICE TYPE disk PARALLELISM 8 BACKUP TYPE TO BACKUPSET;
DUPLICATE TARGET DATABASE
FROM ACTIVE DATABASE
