You need to check for any errors present in the Workflow Mailer log file located on the Concurrent tier under $APPLCSF/$APPLLOG. The name of the file is FNDCPGSC*.txt. You will identify it by looking into it, it will have the component id WFMLRSVR in it.
Look for errors or exceptions and let know what they are about.
One possible reason why messages are not processed is that the IMAP account is being accessed form other client (let's say Outlook) hence the WF Mailer cannot lock the inbox and start moving the messages around. To rule this one out change the IMAP account password and ONLY update it in the WF mailer configuration. Then restart the mailer and see.
