boot.properties must be placed in DOMAN_HOME/servers/theNameOfYourServer/security

I don't think the server picks up the file. If it does not like the file it will throw an error and will not start the server or allow you to import user name and password.
Where did you put it?
I kept my boot.properties file on the above location.

I don't have any suggestions right now. Sorry.
can you make sure that boot.properties file should file type as "properties". if it is in .txt type then weblogic server will not consider it. Please check, I think by this your issue will be resolved.
