It could be some missing permission list on PS. PS is not the most powerful user on ELM, try VP1 instead.

Could you post a screenshot of the error? To me it sounds like a java error or something. I'd advise opening a case with Oracle support for this one.
It's a strange one this, in internet explorer I just got a dialog box saying access denied. In firebox I get the message above.

What URL is it trying to access when it gives that error message?
It takes me back to the login page, then when I re-enter my details the error appears
I'm not an expert on ELM, but this sounds like row level security. Row level security isn't something which you can set on the user profile page. I found a ticket on Oracle support for ELM which mentions the same error message:
1. PeopleTools > Security > User Profiles > Copy User Profiles & select a user (e.g. LMLELM_CALVIN_ROTH)2. Clone this User ID with a simple name (e.g. Test)
3. Enterprise Learning > Define Learner Profiles > Internal Learner and open the record for Calvin Roth (please make sure the effective date is not a future date)
4. Replace the User ID (LMLELM_CALVIN_ROTH) with the one just created (Test) and Save.
If you now log in using Test, you will be able to access all the pages under the Employee Self Service menu. >
This mentions the use of the "define learner profile". Could you check the above to see if that gives access? I know that this Oracle ticket is about selfservice in ELM, but I'm guessing this is similar.
