dear...I already read that one yesterday. Actually that is the thread that I mentioned above that it was long time ago "2008" and still the people are having a hard time doing trial and error.
That was way back Apex 3.2 and no definite solution :( . but my case is in Apex 4.2.
Can you try installing apex 4.2 on 10.2.0.4 :)

We also had issues with Apex 4.2 and XDB
This from our WIKI:-
When XDB is used for Apex, the ANONYMOUS user must be configured for file access.
as sysdba run the following:
If this block has not been run, then when accessing Apex, one is channged for XDB credentials ("server said: XDB")
SET SERVEROUTPUT ON
l_value VARCHAR2 (5) := 'true'; -- (true/false)
l_configxml := DBMS_XDB.cfg_get ();
-- Add missing element.
SELECT INSERTCHILDXML (
DBMS_OUTPUT.put_line ('Element inserted.');

I am installing Apex 4.2 in Oracle 10.2.0.4 on SLES 11
But I got the above error. :(

I did that dear but to no avail. Therefore I conclude that Apex 4.2 is not supported on 10g.
