Hope you verified the technology and logical schema in your ODi procedure.
Can you try one thing, create separet ODI procedure and paste the SQL code into it and execute the ODI procedure and check new procedure is executing or not if yes check the step code in operator.

I was able to execute the code after creating package newly. Was just wondering what could be the issue with the migrated packages.
The issue here is that there is Always Execute option which belongs to each procedure. It must be enabled/checked(need to check manually going through each procedure) in order to have the procedure run after migration to 11g. This was not mandatory in 10g & unfortunately, Upgrade Assistant does not take care on this.
