does the user that you logged in with have any tables/views/procedures, or are those owned by a different user?
When I log in with SQL Developer and expand the tables it says loading but nothing appears, even after 5 minutes. I'm sure others are able to see tables using this same account.

You've fallen victim to one of the single worst default settings in any program, ever. Oracle has a thing for only showing you objects that you own by default, which in real life is totally useless most of the time.
In VS, right click on the connection in Server Explorer and select Modify Connection.
On the Filters tab, make sure the Displayed Schema property is selected (it's the default one), and click the "..." button just above that on the right. Now you need to add the schemas that contain the tables/views/etc you want to see. After you add them, click Ok, then Update at the bottom of the window.
Now when you refresh the connection, you'll see objects from those schemas that you have access to. You'll have to do this for every connection you create if it doesn't own things itself, and I've found in a couple of cases it forgot and I had to redo it. But it does typically work.
(In SQL Developer you need to browse down to "Other Users" at the bottom, and then find the right schema owner for the stuff you want to see. It's a colossal PITA and I can't understand why they refuse to do anything to fix it.)
