    Error launching oracle enterprise manager console

      I can launch the web logic console with this address


      But when i try to start the oem by typing http://localhost:7001/em, an error message appears:

      Error 404--Not Found
      From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
      10.4.5 404 Not Found
      The server has not found anything matching the Request-URI. No indication is given of whether the condition is temporary or permanent.

      If the server does not wish to make this information available to the client, the status code 403 (Forbidden) can be used instead. The 410 (Gone) status code SHOULD be used if the server knows, through some internally configurable mechanism, that an old resource is permanently unavailable and has no forwarding address.

      OS : Windows XP SP 3. Forms 11g is already installed, for development only.

          Unfortunately, you will not be able to use the Enterprise Manager console without an EM Agent (emagent). When installing Forms 11g, you will need to make sure that "Enterprise Manager" is enabled. If you are installing Forms 11gR2 ( for example), using the "Configure for Development" option does not include Enterprise Manager (which installs the EM Agent). Without the EM Agent installed, you will always receive the Error 404--Not Found error when trying to access http://hostname.domain:7001/em.

          As it appears you are using Forms 11gR2, if you run the Forms Configuration Wizard (config.bat or config.sh) and select "Configure for Deployment", you will have the option to configure Enterprise Manager as well as the other services such as Oracle HTTP Server, Forms & Reports Builder, etc. This will allow you to access the Enterprise Manager Fusion Middleware Control to manage your WebLogic servers and Forms/Reports environment.
