I'm using JPublisher to generate wrappers for PL/SQL procedures (within a PL/SQL package). But a procedure generated by JPublisher doesn't include any default values for parameters as defined in the original PL/SQL procedure...
Does anybody know how to cause the JPublisher to create default values for parameters?

Exactly what does a tool like JPublisher have to do with JDBC programming? You may want to try reading the manual of this tool. Just because it is written in Java and generates Java code, does not mean you are supposed to ask tech support about it in a Java programming forum.
