Pl identify exact XP version - you will need Professional - http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#BABHICJH

Pl also post the contents of the install log file - see Step 12 at http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#CIHHJEHF

The error indicates that the database has not been started. Pl start up the database using these steps - http://docs.oracle.com/cd/E17781_01/server.112/e18804/startup.htm#BABEIJHA

This likely indicates that the install was not successful. Pl check the install log file for any errors and post them here.

If there are no errors in the install log file, try the deinstall process - http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#CIHDDHJD - and resinstall again.

                Connected to an idle instance.
For Windows, if you've gotten that far, the services are running, otherwise you get an ora-12560 TNS error before seeing that particular error message. See the services applet, Start/Run/services.msc and there will be four or five oracle entries, only two matter for XE.

                But:
                error in identifying file 'C:\oraclexe\app\oracle\product\11.2.0\server\dbs/spfileXE.ora'
Unfortunately, it looks like the installer didn't get to finish all its setup tasks. It should create your database instance , start it up, set up the spfile, controlfile, datafiles, and so on.

I'd wager that a search for *dbf files in the oraclexe folder will come up empty as well, better to wipe out the failed install using the deinstall steps at http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#CIHDDHJD and try again.

An important item to check before trying the installer again, verify your windows OS user is in the local administrators group. By getting the services created that part should be OK but it only takes a moment to check.

In the local users applet (Start/Run/lusrmgr.msc) under Groups, right click Adminstrators, Properties. If you have a <domain>/<user> in the list, be sure to authenticate to the Windows domain before trying the installer run again.

Or the quick way, in a command box ...
                net localgroup administrators
                  ...
                  Members
                  Administrator
                  <domain>\<user1>
                  <user2>
                  ...
                echo %USERNAME%
                  ... ? user1? user2? if in a domain:
                echo %USERDOMAIN%
