HELP---925: Cannot create data store semaphores (Invalid argument)

when the zone where tt exits restarts, the 925 problem suddenly appeared.
I checked the project.max-shm-memory :
bash-zone1# prctl -n project.max-shm-memory $$
process: 13878: bash
NAME PRIVILEGE VALUE FLAG ACTION RECIPIENT
project.max-shm-memory
privileged 15,5GB - deny -
system 16.0EB max deny

and the sys.odbc.ini:
[tt_test1]
Driver=/opt/TimesTen/tt1122/lib/libtten.so
DataStore=/var/TimesTen/tt1122/datastore/tt_test1
PermSize=3000
TempSize=600
OracleNetServiceName=ora10g
DatabaseCharacterSet=ZHS16GBK
CkptFrequency=600
CkptLogVolume=1024
MemoryLock=3
LogBufMB=256
LogFileSize=256
LogBufParallelism=8
LogDir=/export/home/timesten/ttlog

when I try to modify the permsize to 500, I meet the same problem.

    Hi 943039,
    when the zone where tt exits restarts, the 925 problem suddenly appeared.
    According to TimesTen documentation Error 925 is "Cannot create data store semaphores" error.
    Please check your settings (http://docs.oracle.com/cd/E21901_01/doc/timesten.1122/e21632/install.htm#CBHCAGAC).

    Regards,
    Gena

    I have done the following operation before i installed the tt:
    projadd -U root user.timesten
    projmod -a -K "process.max-shm-memory=(priv,15GB,deny)" user.timesten
    projmod -a -K "process.max-sem-nsems=(priv,4096,deny)" user.timesten
    projmod -a -K "process.max-file-descriptor=(priv,65535,deny)" user.timesten
    newtask -p user.timesten -c $$

    but it seemed it didnt make any difference.
