I think you can still take the output in string format and then convert back to date if required.
But rSet1.getStringValue("USR_END_DATE")) just returns YYYY:MM:dd value not hh:mm:ss.
How do we read hh:mm:ss here ?
The OIM, though reads the date value in YYYY/mm/DD hh:mm:ss - It returns only date without timestamp.
So, Get the string value, Append the value with 00:00:00
Store the appended value in a temp variable.
Then, use your code to change the string to date vaue.
Your first issue is you are using the old APIs. Use the new ones with the UserManager class, and you will have no problem retriving the date value as a date.
Its working with new API.
