I second this request. I don't know why command line works while going through ODBC does not.
After a couple of google searches, resolved the problem. It looks as if in order to connect to Oracle 11 server via ODBC on Windows, your DB password needs to be all upper case. See http://dbadump.blogspot.com/2011/06/fun-with-ancient-clients.html for details. Sunuk

Solution is : alter user <schema_name> identified by <NEW_PASSWORD_IN_UPPER_CASE>;
and use the password of UPPER CASE, it will work.
conn sys as sysdba;
user is "sys"
alter user sh identified by password
alter user sh account unlock;

Strange but all UPPERCASE works :)
