Loading Geonames/OpenStreetMap data into Oracle Geocoder

Geonames and OSM both provide free dump files on a daily basis so their data should be quite good. What would be the effort (in terms of man-weeks/man-months) to try and import this data into the Oracle Geocoder schema, and then, would the geocoding results be any good?

As a side question, I'm just wondering if Oracle Geocoder is just not a very popular product? The last question about it on these forums seemed to be from April 2012. Is there a good alternative that uses Oracle Spatial? (I know of Gisgraphy and Nominatim but both use PostGIS rather than Oracle Spatial).
