2.Backup the instanceconfig.xml file at [middleware_home]/instances/instance1/config/OracleBIPresentationServicesComponent/coreapplication_obips1/instanceconfig.xml
3.Under the 'Catalog' section, add the 'Recover' tag. For Example:
4.Start the Presentation Server. It will perform a recovery and then after some time shutdown.
5.Remove the tag.
6.Start the Presentation Server again

I think its privileges issues. any other recommendations or work around plz ?
Which user are you trying to login and edit this reports as , does this user have BIAdministrator or BIAuthor role assigned .?
Open catalog manager as weblogic user and navigate to the folder where you are getting access denied.
Right click > Permissions > which roles have No Access here .?

-go to administration
-go to security-->manage privileges
-look where denied
-also look in catalog, look the folder that have dashboad folder, then look at the permission
I am using 'weblogic' and this user is having BIAdministrator, BIAuthor and Administrator roles. weblogic user is having Admin privileged
When i browse catalog "Permissions" tab is disable 'un-clickable'.
I am using single and only user 'weblogic'. this case is about weblogic user. i also checked that case and changed the 'denied'
When you changed the denied you need to apply to sub folders and items within these sub folders.
Go to catalog manager 》 login as weblogic user 》 right click on the folder you cannot see permissions to 》 properties and set weblogic as the owner apply recursively.
Now right click and change your permissions to whatever roles you want to give access to.

I logged in as 'weblogic' but '*permissions*' is disabled. i can't click on 'permissions' icon. i tried different vesion of browsers but issue remains same.
Are you trying from analytics front end or catalog manager .?
If you want to try from front end then choose Catalog (right next to the Home option) > the default is to show the user view select the drop down box and change to Admin view > continue to navigate to the specific directory (or dashboard) that you would like to administer and choose more. You will see a number of options including Properties and Permissions.
Then make set weblogic as owner of this apply recursively. Now you should get permissions enabled.

Case was same but at step (4) permission icon was disabled for weblogic user in my case so i was not able to open permission windows and apply permission to folders and sub folders .
+"4 . You should already see BI Administrator Role with Full Control permissions.+
+Select 'Apply permissions to sub-folders' and 'Apply permissions to items within folder'. Click Ok.+"
Activities related to security offline mode using Catalog Manager is better than online mode or Answers->Administration.
