making reusable toolbar in the template page

Hi all ,
I knew the method of making resuable toolbar using Declarative components ,
my question is how can i make reusable toolbar in the adf template page and not using declarative components ?

my Jdeveloper version 11.1.2.3

    in the consumed application i made implementation for the interface
    for example to make CreateInsert
    i override the Create Method but it gives me Null pointer exception

    the code

    is any missing step in my code ?
