    It seems your snapshot interval is 1 day not 1 hour. It could also be possible that your retention period is also 1 day. In that case, you will not see any counts in dba_hist _snapshot.

    Please post the output of the following to check the retention of your awr reports:

    select * from dba_hist_wr_control;

    Also I was not expecting flush_elapsed output in this format.

    This is your problem. You are maintaining 2 DBID's in AWR tables. According to Oracle if you are maintaining 2 DBID's, report generation could be the problem. You can try recreating AWR repository y using following metalink note:

    With the same rows on another database (twwo DBids) I can run AWR.

    On DB1 : I can run AWR :
    SQL> select * from dba_hist_wr_control;
    
          DBID SNAP_INTERVAL             RETENTION                 TOPNSQL
    ---------- ------------------------- ------------------------- ---------
     786803536 +00000 01:00:00.0         +00008 00:00:00.0         DEFAULT
     683557503 +00000 01:00:00.0         +00008 00:00:00.0         DEFAULT
    On DB2 I can not run AWR (no snapshot in repository.
    SQL> select * from dba_hist_wr_control;
    
          DBID SNAP_INTERVAL             RETENTION                 TOPNSQL
    ---------- ------------------------- ------------------------- ----------
     828353143 +00000 01:00:00.0         +00008 00:00:00.0         DEFAULT
    4138791354 +00000 01:00:00.0         +00008 00:00:00.0         DEFAULT
