I won't be able to share screenshots due to certain restrictions, but should i expect to _portal folder in my catalog manager ? Also are you suggesting that my dashboards should reside under that ?
Please note i am using OBIEE 11g and i am not seeing any _portal folder in my catalog manager (trust it should be under the parent folder).
_portal is the system folder you might need to check a box to see those folders. If you dont see it then I assume you are looking using Answers screen. Try to use catalog manager or windows explorer if possible.

at this you see all dashboard what you see on in BI
In most cases reports are saved at location
FYI: samplesales\root\shared\sample+sales\_filters is the place holder for any saved filters.

I am actually looking at catalog manager only and I don't see any option in Catalog Manager to enable _portal.
Could this be related to permissions issue ? The reason i ask is because these dashboards were created as user named, 'Administrator' in 10g and it was eventually migrated to 11g. In my 11g environment I have the weblogic default user (i.e. weblogic) which i am using to access and modify the folder structures using catalog manager.
So my question is that do I need to create a user called 'Administrator' in weblogic and give the user permission to the dashboards in order for me to see _portal folder path.
(basically all the folders were under 'Shared' folder, now I've created a top level folder under shared folder and moved everything underneath it)
Go step by step
1.Where was the Dashboard originally located?? Just forget about the New folder you 've created and see if there is any _Portal folder the original folder underneath that..
EX: Shared Folders-->Folder1(You created)-->*Folder2(Original)-->_Portal*
