We have a custom portal application that uses a bunch of application servers. Our connection pool max size is 1100. For the past two days, we had two incidents when the cpus reached the max limit
and the db was not allowing connections to come thro' for 10 minute periods. The alert log does not have any entry and the listener log does not have any entry for that 10 minute period. If the listener.log does not show any activity, the no new connection requests were made.
The DB can only respond to requests for activity from the clients.
How do we prevent this from happening. Quick help is much appreciated.Fix the application code.

Here is the error message:
TNS-12564: TNS:connection refused
TNS-12602: TNS: Connection Pooling limit reached
TNS-00524: Current operation is still in progress
Linux Error: 115: Operation now in progress
look in syslog and/or message file.
Oracle is the victim; not the culprit.
