there's no option to attach file using this forum - it works when using the My Oracle Support communities but here you can only post or add a link to a public file server. When there's already a service request logged, please continue to follow it up in the SR and close this thread.
The solution provide by Oracle Support was two fold, upgrade the gateway to 18.104.22.168 and to upgrade the source database to 22.214.171.124. Luckily I have a test environment running 11g and I have tested that it does work with this combination.
The disapointing part is that the 11g gateways is supported with a 10g database.
Just to clarify, did you also test the 126.96.36.199 gateway with your 10.2 database release?
When the problem is happening in this combination but works when using an Oracle release 188.8.131.52 it indicates an issue with the generic HS layer in the 10g database and there's still an option to get fixes for 10.2.0.5 Oracle database releases (see Oracle's lifetime support policy at: http://www.oracle.com/us/support/library/lifetime-support-technology-069183.pdf).
We already have a project in place to upgrade to 11g, and this involves upgrading the database and precompiler, as well as cobol, and all the testing and sign-off. If I was to upgrade to 10.2.0.5, it would divert some of our resources and delay the 11g upgrade.
Now that I have a solution, I can put in a work around until we have the upgrade completed.
