At collumn level you can give a "Number / Date Format." If you put there something like "999G999G999G999G990D000" apex will automaticly check if the input is correct.
If you want to do it when the user is typing you should build a dynamic action.
For that you could add an class to the column in "Element Attribute" and use that for a keyrelease action.

Actually by using the class you can use a dynamic action in an tabular form.
At collumn level in the field "Element Attributes" put the code
Create a DA:
Event Key Release
Selection Type jQuery Selector+
jquery Selector +[class=max3dec]+
You will see an alert with the value of the field you are editing.
The exact code for the decimal check you can probably google ;-)
