          adf009,
          we already had this error.
          weblogic.management.DeploymentException: [J2EE:160149]Error while processing library references. Unresolved application library references, defined in weblogic-application.xml: [Extension-Name: adf.oracle.domain, exact-match: false], [Extension-Name: oracle.jsp.next, exact-match: false].
tell you that the server you are deploying too does not have the shared library 'adf.oracle.domain' installed or it is installed but it's not selected as atarget for hte server.
You are deploying to the Admin server (which is not a good practice). Have you installed the adf runtime 11.1.1.6.0 on hte server and selected the admin server as a target for this shared library?

Create a WebLogic Domain with a Managed Server:

                  In MW_HOME/utils/quickstart

./quickstart.sh (run as a oracle user)

                  1) Select the Getting started with weblogic server.

                  2) Select "Create a new WebLogic domain" followed by selecting Next to continue.

                  3) Select "Generate a domain configured automatically" in that sub division select "oracle enterprise manager-11.1.1.0 [oracle_sommon] and "oracle JRF-11.1.1.0 [oracle_common].

                  4) Specify domain name and select next to continue.

                  5) Provide the Administrator User Name and Password. and select next to continue.

                  13) Select Create to create the domain and the managed server.

                  That's it..For creating managed server..

                    For above issue "Deployment Incomplete"

                    Solution:

open the weblogic server console, in home page--> click the Deployments-->Select the adf.oracle.domain-->select target tab-->Click Lock & Edit-->

select the servers (admin and managed Server) and save.--> click Activate All changes.

                    Redeploy the application.

                      Starting the managed server:

                      open the weblogic console-->select servers-->click Lock & Edit-->select control-->select managed server-->start.

Refresh for a minute and it will complete the starting task.

And it will show the managed server is running.
