Open the sqldeveloper/bin directory for that install.
Edit the sqldeveloper.conf file and supply the path.
Save the file.
The behavior indicates that SQL Developer isn't able to write to that file...
Thanks for the info. That file was indeed the problem. I had to run Notepad++ as Administrator to edit and save the file, so it also appears to be a permissions problem. I'm not sure why, but this did fix the issue.
Probably b/c it's in Program Files...you could extract it to your desktop in a 'SQLDev' folder and I'm guessing you'd have no problems.
