You should use a diskgroup with normal redundancy.
For more details about votting disk, please refer :
I have installed 184.108.40.206 Grid Infrastructure using external redundancy.I want to replace the votedisk. I have 3 raw disks of 2Gb each available for votedisks. Please suggest me which kind of redundancy should I use if I want create a disk group using those 3 raw disks to replace the original votedisk.in your case normal redundancy is ok.
Waiting for your kind help
according to oracle the best practise we should use 3 voting disks.
External redundancy: A disk group with external redundancy can store only one voting disk
Normal redundancy: A disk group with normal redundancy stores three voting disks
High redundancy: A disk group with high redundancy stores five voting disks
