cannot get a new HS connection working

Hello, I have several HS connections set up on the Oracle server and they function fine. I am trying to create another, a very similar one.
I created a new ODBC connection, the new init file in hs\admin directory, updated tnslistener.ora and tnsnames.ora and restarted the listener. However, I cannot get the dblink working.

ERROR at line 1:
ORA-28545: error diagnosed by Net8 when connecting to an agent
Unable to retrieve text of NETWORK/NCR message 65535
ORA-02063: preceding 2 lines from BIS.BISMHT


Is there something else that I am missing here?

    ORA-28545 us a configuration issue.
    What's the word size of your Windows operating system (32/64bit)?
    Please post the listener status (lsnrctl status <hsodbc listener>) output for the listener that spawns the HSODBC process and also a tnsping output (tnsping BISMHT).

    What puuzzles me is that the other hs connections work fine, only this new one causes problems.

    Just wondering about the hostnames:
    TNSPING uses the hostname from the tnsnames.ora file which is (HOST = dph-oracle-10g) but the listener status shows: (HOST=IN-ORACLE-DB1.in.sfdph.net)

    Commonly the hostname in the tnsnames.ora must match the one in the listener.ora. What happens when you correct it in the tnsnames.ora so that it points to the name that matches your listener hostname (IN-ORACLE-DB1.in.sfdph.net)?
